Permits in East County

El Cajon, La Mesa run their own building departments, so permits come from the city. Lakeside, Alpine are unincorporated, so permits come from the County of San Diego. La Mesa says replacing a water heater requires a permit, issued by its Building Division (City of La Mesa, Permits for Homeowners). In El Cajon, Building Safety issues permits to licensed contractors or owner-builders, applied for online through the city's PACO portal (City of El Cajon, Building Permits). Ask your installer who pulls the permit.
